This is unavailable for the same reason as 2.6/2.7/etc aren't working;
there hasn't been a release tagged 2.4. You won't find any references to
this particular URI on the apache.org webpages for this reason.

Once the current development branch is marked as stable (which it will be
soon), the /2.4/-URI will be put in use and both /stable/ and /2.3/ will be
pointing towards it.
