IMHO the distinction should be the static server config (where the expression is parsed only once) versus the .htaccess files (where it is parsed for every request). But this is how .htaccess files work in general, so the question is if that needs special mention. OTOH, parsing expressions may be a bit more expensive that parsing a simple config directive.
