According to this bug, SetEnv was fixed to allow it to set PATH.

It looks like this change affects Apache 2.3.7+, but not the 2.2.x branch. (I
could be wrong about this.)

In Apache 2.2.22 I cannot set PATH with SetEnv.
If this is not going to be fixed in 2.2.x, could the 2.2.x docs be updated to
document this limitation of SetEnv?
