Problem solved, I didn't build english doc.
yet es language appears at the top of the page

<manualpage metafile="http2.xml.meta">
I rebuild the doc, commit changes, but html page remains the same:
in http://httpd.apache.org/docs/trunk/howto/http2.html, there're still
en, fr, ja, ko, tr whose links go to public_html.html
In addition, es language doesn't appear.
