This bug is caused specifically by <Directory> context. The behavior is the
same *as long as it is considered relative to the target directory* (as opposed
to the definition directory).

That's correct.

The point was accuracy, and I agree my suggestion was not the clearest. I have
not looked at the documentation for years, but I guess "The directory path for
which the rule is defined" would be both accurate and clear.
