The problem is that you need to learn the tools of your job and you should
fix your environment. I don't know why your PHP replies like that, but
indeed, composer reported that something is wrong with your PHP, and you
should look into it if possible.

You can't rely on others for something that will become critical path (I'm
pretty sure about that, there's no real way around composer nowadays) in
your development workflow. Additionally, I don't provide "private support"
without invoicing, but that's me ;-)
