Just first be very sure that it realy is a bug and provide accurate information how others can reproduce it. If it undoubtly is a bug, then look at how others have reported bugs at http://www.doctrine-project.org/jira/secure/Dashboard.jspa
But first steps first, as often something is not a bug, but just our own mistake. Take your time, no need to hurry.
