Thanks for your work, John! The approach in the proposed document is to provide conditional guidance depending on version. However, that's not how the official desktop guide works. The desktop guide always targets a specific version, and the current development version is 14.04. Consequently I don't see how the contents of your document would easily fit the desktop guide.
One important point you make is about the need to install IBus IM engines - which typically is done by installing corresponding languages - to be able to use input methods. I just committed a note about that. I also added a note about the brand new button in Text Entry which lets you open the setup dialog for the selected input method. I see no need to include anything about ibus-setup, though. Text Entry takes over the functionality of ibus-setup, so to speak. Please let us know if you still anticipate situations where it makes sense to use ibus-setup in 14.04.
