Thanks for your report! Ubuntu is currently switching to use the GNOME desktop by default, and in connection with that we will to a larger extent rely on GNOME Help for the Ubuntu desktop documentation.
The page you linked to was dropped from GNOME Help a few years ago, and thus it won't be included in the Ubuntu Desktop Guide as from 17.10. This means that users who need to reset the password will need to use community maintained resources, such as <https://askubuntu.com/q/24006>, for now. So I close this bug.
