I got the impression from reading this that permission was being sought
to use the LO logo, perhaps on the certificate he wishes to issue, at
the end of the course.

As an aside there is already at least one course that has been rolled out in a
few countries so it might be possible to link in with them to reduce your costs
a bit. Of course there are then translation and other issues. Most people
don't know about the course and although the BoD keep being told about it they
still don't seem to know about it.
