LO decided to hide the macro recorder behind an "experimental" flag off of Tools > Options > LibreOffice > General > Enable experimental (unstable) features.
It looked to me like the next version of LO might change this. There was something about it on the LO DEV mailing list a while back. Anyone running the latest dev version that can take a peek and see if it has changed.
