Although I'm not doing any recent technical editing for OO/LO during my
semi-retirement, I am still subscribed to a few dozen e-mail lists...
[Your question has been up for some four hours or so w/o any response,
so I will make some suggestions.]
If the chapter in question exists, then simply rewrite or update it and
see to it that the UI used in the screenshots in the older chapter is
still current so that the screen captures will still be current. If the
older screenshots are not OK, then update them yourself or mention that
somebody else do them.
It is possible that the LO chapter template that was used in the older
chapter is not the current one. [The formatting styles in the older
chapter might be out of fashion, so then simply import the current
formatting styles off of the most-recent chapter template into your
revision.]
If writing an entire chapter anew, then it is best to make an outline
first and submit to the editor(s) maintaining that user guide before
going further, in the event that your new chapter is not useful or
unneeded--and then follow whatever feedback you get back.
