Hello Alex I have just added a comment to the bug report.
I think there is a compatibility issue between macOS Catalina 10.15 and LibreOffice 6.4.3 that includes how LO operates. I do not have the software skills to investigate. This compatibility issue may also include macOS Mojave 10.14, but I cannot test this. I installed LO 6.4.3 on my very old Mac Mini that runs macOS High Sierra 10.13 and everything appears to be working OK, including the 3D Effects dialog and all its functions. I cannot use my old Mac Mini For LO work because it runs my TV setup so that I can watch UK TV here in Poland. The only conclusion I make is compatibility issue.
