Dunno...my 2000 R/T had the speedo pointing pretty much straight down. I just shifted into 4th (autostick) at just under 120mph. I'd guess I was doing about 140-145mph (I-95 South).
I would expect it to be rev-limited, as opposed to drag-limited. Not necessarily that there is a speed GOVERNOR in it (some cars cut out at certain speeds -- this is due to the speed rating of the tires being programmed into the ECU). But at some point you will hit just over peak horsepower in top gear, and your speed will stop increasing.
