If you can hear the motor trying to pump the fluid, it is most likely not part of the problem. This is most likely due to random icing (not the kind you eat) :) in the lines. What will often happen is a small piece of ice will be lodged in the lines and will block or not block depending on how it sits in the hose(s).
Drain/pump all the current washer fluid (which I bet is probably some kind of mixture of washer fluid and water) and replace it with -40 degree fluid. Yes, -40. I find that fluid that is rated to "-30", or so it says, will often freeze in the lines at only a few degrees below 0C/32F.
