Yup.  I have not done it myself but have seen it done.  There is enough
flex that if you want to, you could do it that way and get spacing to
put in the bushings, using a big pry bar.  And at least an alignment 
check will be required.  If the cross-caster is OK, the car won't pull 
to one side on flat pavement (watch for torque steer, which can be 
noticeable on this chassis).  There is an easier way to adjust camber, 
and toe will need adjusting after you replace the tie rod bushings.
