I appreciate the advice Gene, I'll check that they are plugged in.  
But the lights stopped working when I hit the deer, before any 
repairs were done.  In fact, I left the car damaged for over a year 
before getting it fixed.  Is it possible that both lights got 
shorted out? blown out? or just a wire loose?  I have no idea how 
the wiring for them works, where it's located etc.
