Thanks for the info. I have tried running the blade around both the 
inside and the outside.
I also tried to remove the motor from the regulator but when I tried to 
remove the second brass colored screw, the motor appeared to want to 
jump out of engagement as if there was stored energy there. I replaced 
the screws just in case. It seems that the motor has a worm drive type 
of engagement. Is this the case?
