The good news is that you can remove the lights, and direct the flow
from a hair dryer into the sockets and dry 'em out that way.  Inspect
for any cracks (you probably won't find any) and avoid the temptation
to seal up the ventilation holes you should find with anything --
these lens assemblies have complex designs, and there are ventilation
ducts.  Yours might just be dirty.  Don't drill any holes, either. 
Any rubber washers behind the light sockets can be removed, and you'll
get enough ventilation to *probably* make the problem go away.

The bad news is your headlights are in *really bad shape*, and should
be replaced with new units.  The headlights on the 1st gen Intrepids
are horrible when they work as designed; you don't want to run with
them in degraded shape. That cloudyness is really having a bad impact
on how well you can see at night, and there is no permanent fix other
than replacing the assembly.

You can try a junkyard, but most Intrepids of this vintage had the same problem.
