Okay, looks like you pry the bezel off by poking the back from the side of the dash. Here's the procedure from the FSM:
Removal To service any instrument cluster component, the instrument cluster must be removed from the instrument panel. Use the following procedure: 1. Open hood and disconnect the negative battery cable remote terminal from the remote battery post. 2. Remove the instrument panel left end cap. 3. Tilt the steering column down into the lowest position. 4. Using a trim stick (special tool #C-4755), gently pry out on the instument panel cluster bezel and remove. 5. Remove the instrument cluster screws and disengage the upper latch. Many of the lights on the cluster are actually LEDs, and according to the book if it's one of those the printed circuit board must be replaced. (I would personally try to desolder the old LED and install a new one, depends on what sort of soldering skills you have.) There are several replaceable lightbulbs, trouble is, they don't say one way or the other what illuminates the fuel gauge. There aren't any diagrams in the book that show this specific procedure, or the "trim stick", but the instrument cluster bezel is the big one that includes the center a/c vents, the shroud around the cluster, all the way down to the steering column and as far over as the headlamp switch area. Long story short: pry that big hunk of plastic off, and then you'll see the screws that hold the cluster in.
