This will usually happen as the thermostat opens, or when the cooling
fans kick on.

Yes, it's a computer controlled circuit.  The computer energizes the
cooling fan relay to start the fan.

You still haven't told us whether or not the fans eventually kick on
while it's sitting at an idle.
