Yes:
int main(int argc, char* argv[])
{
dolfin_init(argc, argv);
...
}
dolfin_init() will send all the command-line arguments to PETSc (and
do nothing more).
We should probably change the name to just dolfin::init() instead of
dolfin::dolfin_init().
