I was able to solve this problem by editing my petsc.pc file and adding

-L/opt/petsc-2.3.3-p13/externalpackages/hypre-2.0.0/darwin9.1.0-cxx- 
debug/lib -lHYPRE

and then building dolfin with that.

not sure if anyone has a good way to build this into the scons  
installation.
