It sounds suspiciously like libgts is not properly installed. What do 
you see if you do

   >pkg-config --libs gts

If this returns what it should, you'll need to dig around in the 
simula-scons files to see what's going wrong. Beyond that, you'll have 
to wait for the scons experts on the list to get back from holiday.
