Yes, this is generally accepted. Keep in mind we talk about Simula the computer language, and not Simula the research laboratory (named after the language). The inventors, Ole Johan Dahl and Kristen Nygaard, both got the Von Neumann medal and the Touring prize for their effort, if I remember right.
