Periodic BCs do not work in parallel

Bug description:
As suggested when running a problem with periodic BCs under mpiexec, I
have considered filing and filed a bug report that periodic BCs do not
work under MPI. Running only one process also tends to throw many of
the following warnings:
*** Warning: GenericVector::get is redirected to
GenericVector::get_local. Use GenericVector::gather for get off-
process entries. GenericVector::get will be removed
