Usually in other projects there are fixed release dates, so everybody works
toward the release in a good amount of time after it is fixed to be
released.
gnome for example has a release every 6 months, on some other projects the
release is announced some about 2-3 month earlier and this in some way also
motivates people to work together to make a good release.

Another way is to anounce the release date with the release of alpha or
beta or rc release.

I think a deadline for a release is a good thing.
