You're quite right! Well spotted, thank you.
I've just checked into CVS the patch for this, together with a JUnit test
case (in src/test/org/dom4j/xpath/TestSubstring.java) that tests for
substring working correctly.

The 0.4 release will be out fairly soon (either this week or next week I
hope) though for now by all means download the latest CVS image and build
locally, or download the daily build (it should contain your patch now, I've
just kicked off a rebuild on the server).
