In the moment, there is no possibility to get the
original encoding like specified in 

<?xml version="1.0" encoding="ISO-8859-1"?>

from the document object. There should be a property in
the document. I need this to restore the original file
with the original encoding.

Fixed in CVS.
org.dom4j.Document now contains a getXMLEncoding() method.
