Yes, dom4j is indeed very stable. We have also been using this product for years now, and we deployed multiple applications using dom4j. As I was telling David Hooker in an email, I have submitted a few of patches during the last year, but have not received any feedback. Those are not huge patches. I am sure that someone familiar with the code could just easily approve or reject (hopefully approve!) those patches in a few minutes.

Is none of the people listed as "admin" or "developer" in this project on SF.net active anymore? That might be the case, and it's perfectly fine with me: dom4j is open source, and people come and go. But unless the project is really abandoned, we should be able to find someone on this list willing to spend some time on this project, and promote him or her as "developer". As you said, dom4j is a stable library, so we are not talking about a huge commitment.
