ok, in fact i'm not familiar with dom4j at all, so maybe i'm in the wrong way..
here's what i need to do:
--- create an xml file
--- set the encoding
--- set a dtd
--- then create the elements in it

what's the best way to do that sort of things ? does anything exists already ?
