As Rosanne Rosanna-dana would say – “Never Mind.” I found a real good link - http://www.unicode.org/Public/MAPPINGS/VENDORS/MICSFT/WINDOWS/CP950.TXT that translates from Big5 to unicode – and dom4j handles it perfectly.

As I understand it, 2 byte sequences in Big5 are the unicode value of the character. If this is not the case, then it may be converting them correctly and I just am not understanding Big5 correctly.
