I think any Nominet member, or even end user (assuming you are representing the PLC) can register them. Nominet have a manual registration step, presumably to confirm you are a representative of the relevant PLC, I assume TUCOWS wants to stay clear of more manual processes, especially if it involve talking to London (5 times zone, and long distance calls, all for a few dollars?!). Once registered it is no different to any other UK name AFAIK.
