Hello, I believe "Domain Buy Service" is GoDaddy's equivalent to NSI's "Certified Offer" service, where they try to buy a domain name on a buyer's behalf. See:

ICANN's WHOIS Data Problem Reporting Service ( http://wdprs.internic.net/ ) should pass along the IP address of the person making the report, and not just the email address.
