Hi Matt, Online-casino.asia is one of 45,000 (or so) sunrise/landrush names with multiple bids on it. So it's reserved in a sense, but doesn't have an owner yet. Hence it's showing up as unavailable, but not in the WHOIS.
.ASIA is indeed available via the RWI and API. In the RWI, you may not have it turned on: check .ASIA in the gTLD area of "Check Availability Management" in the RWI and you should be good to go. Regarding the API, all you should need to do is specify .ASIA (it's in the API doc here: http://services.tucows.com/documentation/#domains) If you're still having issues drop me a line with the request/ response you're experiencing and I'll get you an answer off-list.
