We don't know whether a change on the OpenSRS end caused it, or on
our end, but we had to add 
    use utf8;
into the manage.cgi to solve this error. We had installed a couple
of [seemingly unrelated] perl modules a few days earlier. Perhaps
that affected one of the existing modules. 


The list sure has changed over the years. What was that - like a
hundred or so posts about the list closing down, and ONE lonely
response to a request for assistance from a peer [pardon the pun].
Even if you couldn't offer technical assistance, I'd have
appreciated at least several more responses as to whether you were
having the same issue or not. That at least is helpful in figuring
out whether it's our problem or an OpenSRS problem.
