I'll attempt to keep it short and sweet.

Running (in default world on a San Fransisco located VPS) Asterisk based
software PBX, pre-configured with extensions. Various IVR menus, voicemail
boxes, odd call routing, operator functions and random call direction based
on upon time/whatnot. Pre-arranged camps with power and internet (sourced
through project by some of Burning Man tech over backhaul to Reno) will
have VoIP adapters (ATA's) dropped at their camps and connected up to
standard telephones over twisted pair (POTS). Generally 1 phone in camp,
one out in front of camp for public consumption. Some camps have
pre-configured phone-to-phone initial dial in the call tree so they can
play with the public before passing them off to the rest of the PBX.
Installation of phone done by "phone repair" folks in uniform with the
proper tools of the trade. Attempts will be made to install phones in
places (like the Burning Man Airport) through social engineering.

Phones can be used to call out (with enough persistence and experimenting)
however generally the goal is to keep the calls routed to other camps and
'interesting' places. Users can use automated menus to reach various places
or go experimenting in the dark depths of the phone PBX. Outbound trunks
protected with passcode to prevent phones from just being used like
standard default world landlines. System cannot be used for emergency
dialing (and attempting to do so places the caller in a deep dark rabbit
hole).

All of this done under the company name "Central Services - Telecom
Division" (not quite the HVAC techs of the movie Brazil, but close).

City. We've been sourcing most of the equipment off ebay/surplus stores
(ATA's and wireless bridges) since none of us have a lot of $ and this
isn't a funded project. :-)
