So you got the one on Craigslist? Most likely it is the scan drives for the coils on the column. They see the most current. If they are like my hitachi which is similar vintage it uses a simple analog amp module.
These old scopes are pretty simple. Almost everything is analog and pretty easy to trace out with a scope. JEOL will almost certainly not give you the manuals, they are considered proprietary.
