Yes. You could. Should you? That's a different story. 

These machines are terrible even as a manual machine. To make it Cnc you would 
have to do a massive amount of work replacing the screws with ball screws and 
making it move in a useful manner. Then you are still stuck with a tiny, 
awkward work envelope. 

Old Cncs with dead controls do pop up now and then for little above scrap. 
Something like a Bridgeport boss or interact, that's what you want. Either 
repair the control or install a new one and away you go.
