The only reason for me holding onto XP on this computer is because there
are no drivers for my ancient scanner in Sane. Would this book give
some/any assistance in me writing my own, or modifying existing ones if
I can locate the source for a simialr scanner?

I can't say as I wrote a driver from scratch and couldn't have done it, linked it embedded it or anything else without the book. But from my experience on other systems I would say modifying an existing driver is better - but you still need the know how to test it, debug it etc etc..
