The cabinet office have just released an updated policy about OSS see
http://www.cabinetoffice.gov.uk/resource-library/open-source-procurement-
toolkit.
In short, they have strengthened the requirement to use OSS rather than
proprietary solutions, although they don't go as far as saying OSS is better.
What they do say is that if a proprietary solution is no better than an OSS
alternative, after taking into account TCO and other factors, then the OSS
solution must be selected.
At the link there is a toolkit of documents to help departments make the
decision. Of particular interest is that the documents are provided in PDF
and ODF formats, but not doc or docx.
Now that is a step forward, if nothing else is :-)
