Yes, screen(1) has a multiuser mode and access control lists. See the "multiuser" and "addacl" commands. But it needs screen to be setuid root in order to access the other user's named pipe under /var/run/screen/S-$user, and it isn't on this Ubuntu. Creating a hard-link to user foo's pipe in the S-bar directory and opening up the permissions doesn't work; presumably screen vets the user when scanning the directory.
