I agree that it's a stretch, especially for this Government, but Brazil,
Extremadura in Spain and Munich pretty much have.
There are tools that need Linux equivalents but a large proportion of
government requirements can be dealt with using a browser, an email client and
LibreOffice.
The real reason is lobbying and a healthy dose of resistance to change.
(And the fact that the mugs (sorry the people) are paying.)
