If the PC hardware is compatible with the floppy drive then yes.  The
packages you'll find useful are 

    fdutils - Linux floppy utilities
    mtools - Tools for manipulating MSDOS files
    cpmtools - Tools to access CP/M file systems

If it's a more obscure format then
http://www.seasip.demon.co.uk/Unix/LibDsk/ is very handy.
