Well since I posted that there have been some rumbles that the Policy doesn't apply to COTS software, implying that Government Depts can continue to buy software from Microsoft, Oracle, etc. However, this: http://www.computerweekly.com/blogs/public-sector/2012/11/uk-insists-open- standards-orde.html seems to dispute that.
