Perhaps.  They claim to have taken on board all of the feedback from the 480 
responses they got to the consultation (that doesn't sound much, but the 
document was *very* comprehensive).

Apart from that, they have a lot of eyes on them, as evidenced by the 
discussion over COTS S/W.

Time will tell.  A Policy that says that they will require Open Standards is 
harder to get round than no Policy at all.
