This might point you in the right direction. http://forums.fedoraforum.org/showthread.php?t=298702 It's talking about reversing the scroll direction, but I'd have thought a /usr/share/X11/xorg.conf.d/*.conf file that matches your mouse and POKEs the appropriate deltas in would work.
