That's right. The thermostat for the gas-heated water is near the bottom of the tank (mine's about 1/4 of the way up). The thermostat for the immersion heater is usually in the body of the device, at the top. The boiler therefore runs until nearly all of the tank has reached the required temperature and the immersion cuts out when the top half of the tank is hot.
