What will not be allowed is to include that package in some distro, like fedora or debian, but the package itself should be fine I think. Making dosemu-freedos package acceptable for distros is almost an unrealistic task anyway, so making it slightly worse by adding a few more packages doesn't sound all that bad. Of course you can try to find some GPLed FM compiled with djgpp.
