That even involved things contradicting with the dpmi specs. He wrote hdpmi server that was able to run win31 before dosemu did. So you can try running Chicago under hdpmi (by starting krnl386.exe directly I think, at least this is how win31 was running under it). If it works then dosemu can do that too. But I don't think it does.
